I have a few thoughts on how Drej could be translated into 2e. The first would be single-classing him as a Fighter or Ranger; in either of those cases, he'd be 5th level. You could purchase some extra thieving skills or proficiencies to make up for his Rogue skills.
Another option would be multiclassing him as a Warrior/Thief, in which case he'd be 4/4, whether the warrior half was Ranger or Fighter.
If you want to flex his dual-classing options, he could be a Fighter 5, Thief 2 or Ranger 5, Thief 1, and shuffle between classes at your leisure to get the abilities of both over time.

I think I will go with Ranger Thief, whats the 2e conversion for exactly anyways?

Planescape was originally written in 2e, and basically it got to be a nightmarish pain in the ass trying to convert it to 3.x, so fuck it.

Need a few DM rulings... like in the gladiator arena on niemz... 1 or two wp for two handed fighting style along with ambidextrious to dual wield the swords
umm also not sure what you were talking about on the board with the stat change when refering to gaining CP... not sure what that is off hand
and stat wise its all the same except i have 18-76 str?
probably more questions to come lol

Rangers get the first slot of two-weapon style for free. This would allow him to fight with a broad sword and a short sword, -0 with the primary, -2 with the off-hand. A second slot will allow him to fight with two broad swords. An NWP for ambidexterity removes the off-hand penalty.
For stats, the easiest thing to do is start with the following setup:
Str: 18/01 Dex: 16 Con: 15 Int: 9 Wis: 14 Cha: 11
(Rangers have a minimum 13 Str/Dex, 14 Con/Wis, hence the reshuffling.) For every two points you take out of other stats, you can improve your exceptional strength by one category. You can shift points around elsewhere on a 1:1 basis.
Turning his 3.x skills into 2e proficiencies isn't too hard. Hide, Move Silently, Open Lock, Disable Device, and Listen all correlate to thieving skills. For the others, I'd recommend any/all of the following:
Alertness Intimidation Local History: Sigil Planar Survival: Beastlands
If you go with the multiclass option (Ranger/Thief 4/4), your initial Character Point setup will look like this:
15 CPs (Human Ranger/Thief) +2: Int bonus (drops to +1 if his Int score is lowered) -- 17 CPs
You can use these 17, plus any you gain from class limitations or character disadvantages, to buy new racial abilities, class abilities from Ranger and/or Thief, proficiency slots, languages, and probably some other shit I forgot because I'm stoned off my ass. You can also spend one at any time to improve an attack roll, saving throw, or proficiency check by 1d6 points (which might just be a lifesaver, so I recommend hanging onto at least a handful).
