Sir William Tanner (his honorific is in serious doubt) is the Hive Ward's most feared gang leader. Tanner's Men are ruthless extortionists, and their numbers have swelled so large that no other gang -- or even any three gangs -- could stand against them in open conflict. The protection money and cash brought in from other rackets are substantial, for the Hive Ward, but barely enough to keep the veritable army from living in squalor (Tanner himself and his most trusted lieutenants live in a well-kept four-story building near the githzerai neighborhood of Darkwell Court; it's practically a fortress in its own right). The appeal of regular meals and safety for their families draws in even some of the more scrupulous Hivers, provided they survive their initiation.
Rumors circulate that those who cross Tanner end up providing him their own tanned hides as a souvenir. This has never been proven.
