The 2e-based freeform became a modified 3.X for a while, but the players for whose benefit the change was made are no longer with us, and we got a slew of new folks who only knew 2nd edition. So that's finally where things settled in. 
We do have some new character generation rules that you could use to revamp Skelter (extra stat points, Skills & Powers-inspired racial and class abilities, and so on) if you like. It's all on the Character Generation thread or the 2e Rules board.
