(Note: the slave trade and soul trade are illegal in Sigil -- while that doesn't stop them from happening, particularly in the Hive Ward or areas where fiends congregate, it does prevent them from being on record.)
After three hours of bureaucrat wrestling, John's got the following.
The Hall of Property Records turns up nothing for either name; Blackmantle has not and does not own property in Sigil, and Aerin is obviously too young to make a mark there.
The Hall of Census Records bears no mention of either as a permanent resident of Sigil -- not particularly surprising, for an orphan and a fiend.
Blackmantle does have a scattered few references in the main Hall: he has two outstanding gambling debts. One is in the hefty amount of one hundred gold pieces, to Fortune's Wheel, a well-to-do gambling house in The Lady's Ward. The brief note states that he bet the sum on a game of nine-bones and disappeared (probably by teleporting, as most fiends can) after his roll was less than to his satisfaction. Dated Hashkar 107, day 248. An addendum states that X'artru has an active warrant for his arrest -- though the likelihood that the Harmonium will catch him is slim to none.
The second reference is unconfirmed -- no detail of the wager, to whom the debt is payable, or for how much; it's simply a mar on his credit report, dating from Hashkar 118. It's not entirely uncommon for new issues to "spontaneously appear" on a record when someone angers a faction high-up, so it's a safe bet that he crossed a Taker somewhere along the line.
Unfortunately, no further information surfaces for Aerin.
