Unfortunately that spell requires multiple people to cast.

This cooperative spell requires at least three priests casting the spell simultaneously. At the time of casting, the priests must be within 10 feet of each other. Upon completion of the spell, the priests sing a single, dissonant chord. The result of the spell depends on the number of voices in the choir.

Yes. Dex 16 gives a -1 initiative bonus, 17 and 18 give a -2, and 19 a -3.

For future reference, in 2nd ed rolling a Strength check @ -3 means you subtract 3 from your strength score and want to roll under that number. In this particular case it didn't matter, because 8(Hadrian's Str) - 3 = 5 and your die roll was a 4 (before the 3 you had subtracted from it.) So you still manage to succeed your check.
